In May of 2023, the membership majority voted to increase the assessment to $1200 for this calendar year to begin addressing failing and aging water system infrastructure.

The New Hampshire State Grant application is been submitted and is in review. In the meantime, the association has collected enough funds and begun construction of the pumphouse addition. Please visit the Pump House Project page for updates and photos.
The association volunteers are also working to update the necessary corporate structure to set this system up for success going forward. Thanks to everybody for their assistance and patience as we get our affairs in order.
64 Rebecca Lane is the new official address for the association. A secure mailbox will be installed and mail will be transitioned to that address over the coming months.

RLWSA is working with Edward D. Alkalay of Alkalay & Smillie, P.L.L.C of Conway, NH to review and update the Association By-Laws, Articles of Incorporation, and other corporate documents. The current Association Doucments for review can be found in the section below. We are looking for feedback and input form members on proposed changes or concerns with the current language. This information will be taken into consideration for the updated draft documents

Rebecca Lane Water Association has new mailing address of 64 Rebecca Lane, Center Conway, NH 03813. A new secure mailbox has been installed on the pump house property. The PO Box will be forwarded to this for a period of time and then we be discontinued.
The pump house project is progressing nicely. The structure is framed, sheathed, and on it's way to being weather tight. Siding and roofing will take place this month. FX Lyons is working with us to finalize the system upgrades for state approval. Coming in under budget on Phase I of the build along with the increased 2023 fees, we should be in a place to order the pumps and tank soon. Huge thanks to the volunteers for all their hard work moving this project forward to this point. The project is under budget and additional costs have been defrayed thanks to generous donations of the front door and siding. The Q2 2023 financials are being sent via email for review. Finances are headed in a great direction. We do have some further outreach to members that have not responded to their bills. Eventually, a plan will be developed to collect or shut off water with the help of our attorney once notification efforts are exhausted. If you have not paid your bill please reach out as to why so we can document your file. If you cannot afford please start researching community assistance options from the state like Tri-County Community Acton Program. Collections enforcement will be escalated on connections that have not communicated payment status to the Association or paid any amounts.
The state reached out about the status of some items required for the Grant/Loan application to move forward. At this point, the Grant/Loan process is being discontinued for a number of reasons. The association's ability to raise money and guarantee repayment over the period of the loan, estimated 20-30% increase in project cost due to additional red tape, and the amount of time it would take don't support this option to name a few. The structure of the Association as it exists today was never designed to have debt and was only designed to self-fund. We could reapply in the future if things change. As discussed and demonstrated, doing this project on our own is the most cost-effective and quickest solution to more forward keeping the water on and the bills low as possible.
The state also learned wells were installed and people are disconnecting from the water system. RLWSA was instructed to communicate to members that state permits and approval are required for wells and the town does not have jurisdiction over this process. Do your research and math before drilling if that is the direction you choose and get the appropriate permits.
RLWSA was also instructed to ensure that any member puts in a well has the connection to the system severed and disconnected to state code. We are in the process of having FX Lyons complete that work on the known well installations and the homeowners will be responsible for that fee.
Lastly, please send in any comments on the Association Bylaws. Our attorney will begin to draft updated documents for review.
The pump house project Phase 1 is nearing completion this month. It is head of schedule and under budget by more than half of what was estimated. This was made possible thanks to the tremendous community support donations of time, material, and equipment!
Roofing will be completed in the coming weeks along with the interior work. September is estimated time of completion as we pivot to Phase 2 system replacement. Visit the pump house project page for more info.
RLWSA is working with FX Lyons to finalize the new pumps and associated systems design. That State will will need to sign off on our design then we will order the equipment. Our hope is to have that all done and ordered before the fall at the latest.
FX Lyons completed the random water testing required by the State of New Hampshire. If you were selected you should have received your results in the mail.

By Law changes and comments have been submitted to the attorney for review. Once a draft updated version is ready that will be communicated to the members.

Phase I of the pump house project will be completed before winter begins. The roof has been completed and the addition is weather tight. Remaining work items for 2023 are to insulate and finish the interior, epoxy coat the floor, and work with White Mountain Propane and Oil to prepare for installation of a propane tank to install heat for 2024 and allow for a future generator installation to provide water during power outages.
Huge thanks to Mike Williams for all time and effort ! He is the craftsman and project manager making the on-site work happen. Give him a beep or wave when you see human progress at the pump house. Continued thanks the community support, donations, and volunteers that have got us this far. We are in a much better place from where this all started.
FX Lyons is working to finalize the pump house equipment layout and plans so they can be submitted to the state for approval. Once approved, necessary equipment will be ordered using the existing funds from 2023 in preparation for Phase II. Our attorney is currently drafting updated bylaws and assisting with unpaid water billing for the 2023 calendar year. Past due notices were sent return receipt on September 1 to properties connected to the water system that have not made payment on their 2023 billing. Side note for the community. A very large black bear has been spotted roaming Rebecca Lane this week around the #140 area. Be careful.
Tremendous progress occurred over the last month with continued support from volunteer efforts. Pump House is still under budget, ahead of schedule, and of amazing quality.

We are expecting the primary water tank in the FX Lyons design to be delivered in the coming days. A clever removable wall was factored into the design plans to accommodate width the door would not accommodate. The rest of the equipment needed will fit through the entry door.
The remaining items for 2023 will be to get propane on site along with a gas heater to prevent freezing. Future generator installation will be factored into design. FX Lyons will be finalizing and ordering our pumps and equipment pending state approval for 2024 install.
We expect to have the bylaw revisions back from the association attorney by next month's update. After we share with the members for input and review, an association meeting will need to be held to vote them in.
Collections efforts continue with final notices being sent certified USPS mail. Next steps will be to work with the association attorney on shutting off service. Below are two groups that may be able help if you need assistance.

The New Hampshire Department of Environmental Services (NHDES) has contacted the Rebecca Lane Water System Association in reference to complying with new federal Lead and Copper Rule Revision (LCRR) requirements by October 16, 2023.. The association has been assigned a resource to assist with the process at no cost to the system other than the volunteer time and effort required to complete the lengthy complicate process. RLWSA has completed the initial requirements and will update as we receive more guidance.
Preliminary budget projections are on track to asses the same water bill as 2023 for 2024 beginning in January baring any unforeseen costs to the association.

The construction is complete on the pumphouse addition. As the cold weather sets in, the Association efforts will shift toward administrative work. They bylaws are still in progress and we are working a few service address through final notices and escalating to our attorney for the disconnect process.
White Mountain Oil and Propane was on site this week to lay out the propane tank location and the new heating system which is expected to be completed this month. This will be the last work for 2023 as we await the pumps and the 2024 assessment.
Current budget projections for 2024 and financial health is supporting keeping the rate the same at $1235.00 billed out in January barring any unexpected costs.

Team RLWSA is happy to report Phase I will be completed this month ahead of schedule and under budget. We accomplished more that expected headed into 2024 thanks to the hard work of the volunteers, donations, and support from the customers.
As are reminder this project came about because of these two state deficiencies our pump house was cited for and must be addressed:
They new system design plans were completed, submitted, and officially approved on 12/10/2023 closing out the first item. You can view a copy of the design below in Association Documents and on the Pump House Page under December 2023. They are very impressive in comparison to our current system. We will close out the second task by spring/summer 2024 and complete all pump house work by end of next year. We still have much more work to do after this.
Since the last update, propane tanks were installed heat and future generator. On December 20th, White Mountain Oil and Propane is installing the new heating system so we can abandon the old electric heater. This new system is much more efficient and thermostat regulated which will allow us to hold around 50 degrees during the freezing months. We are hopeful to have enough funds to install the generator next year so when the power goes out the water won't! We will put up some pictures and send and update when the heat is installed.
More good news is that the pumps and controllers are already bought and paid for waiting for installation at FX Lyons. We had the $20,000 this year thanks to the volunteers keeping the pump house build costs down. Having these pumps already is insurance against existing system failure to keep the water flowing if there is a problem before we can install the system. Huge milestone!
Our financial health is in the positive for year end and projecting to have a cash balance of approximately $1500 headed into 2024. That should be enough to carry us until the 2024 bills go out next month. We don't anticipate any more expenditures for this year and have ZERO debt and no outstanding payables.
Outstanding customer account balances are approximately $6500. Some of this is collectible as customers work with the association and assistance programs to resolve. We have started the process with legal to shut off properties that have not responded or paid their 2023 invoices which is unfortunate. Two disconnects still need to occur on customers who installed wells and one more property we believe is disconnected we need to confirm. Getting a contractor to perform this work has been a challenge.
Our attorney is working on updating the new bylaws but we have some new language to incorporate due to a new Environmental Protection Agency (EPA) Lead and Copper Rule and its 2021 revisions. RLWSA has already begun the submission process and is awaiting next steps and information to move the bylaws and compliance requirements forward.
There was a 2 hour info session last week hosted by NHDES that outlines the extensive process to comply with the Lead and Copper rule. The state has assigned an engineering firm Arcadis at no charge to facilitate the process for our system. An inventory of our system and service lines must be taken to determine what material they compose of. Customer service lines will also require visual inspection to determine what material they are made of. Our system lines are on the roadmap for replacement but now this impacts each service line. Depending on the material, eventually the state will require replacement of the service line to the property. This will ultimately be the responsibility of the property owner to fund. No need to panic we are a long ways out but be aware and read up on what is comin at the EPA link above.
RLWSA will be sending out 2024 invoices next month for the same $1235.00. We will communicate before they go out.

2023 Financial Statements for Rebecca Lane Water System Association will be sent out once we have completed our filing. As shared in previous communications we made the money go much farther than expected and are in great shape 1st quarter into 2024.
Work has begun on Phase 2 of the pump house thanks to volunteer support and FX Lyons. Pumps and controls are being mounted as the layout is configured. We do need to upgrade the electrical panel which upon inspection turns to be a known safety issue due to it's age. This will have a minimal impact on the budget and allows us to move all the equipment to the new portion of the pumphouse. Check out the Pump House Project Page for updated Pictures.
